Can energy storage, distributed generation and controllable load be compensated as transmission?
The transmission planning process in the U.S. is regulated by FERC, which has taken repetitive action over the years to open up transmission to non-incumbents.
A recent analysis of FERC regulations and the Federal Power Act shows the ISO/RTOs have the obligation to consider technologies such as energy storage, distributed generation and controllable load as transmission, if they can satisfy a need identified during the planning process. Additionally, FERC has already granted the ISO/RTOs the authority to compensate these solutions as transmission, if they are found to be more efficient and effective.
